FWIW CLEAR-CUT ARGUMENT ================== Fifteen congressional staffers are back from a fact-finding mission in the Oregon woods. There they compared old-growth and second-growth timber, and managed and unmanaged forests, on federal and private land. They also got an unexpected, up-close look at a threatened northern spotted owl - in a second-growth forest, to boot. "The argument for halting all the logging was that the spotted owl, a threatened species, was endangered, that its habitat was being destroyed and it could only live in old-growth forests," Jack Cox, press secretary to Rep. Charles H. Taylor, North Carolina Republican, said in an interview. "But over the last four years, more and more spotted owls are being found...in second-growth forests," he said. A member of the congressional entourage, Mr. Cox was surprised when a biologist conducting the tour pointed out a spotted owl's nest in a privately owned forest near Eugene, land that was clearcut 60 years ago. Are you certain it was a spotted owl? "We fed the owl," insisted Mr. Cox. "We put mice on a limb five feet off the ground and took two steps back. The owl lands on the limb, grabs the mouse and snaps its head off. We fed the owl three mice in a row!"
