FWIW ANTI-GUN DEBATE =============== Writing in the March issue of Chronicles, Jerry Woodruff, president of the American Policy Institute, catalogued some of the false and distorted arguments and statistics that underpinned House debate on the "assault" weapons ban. Many House members (Woodruff cited 11 as examples) twisted data regarding the tracing of guns by the Bureau of Alcohol, Tobacco, and Firearms (ATF) to imply that all such tracings entail guns used in crime. Yet the ATF itself has acknowledged that "sometimes a firearm is traced simply to determine the rightful owner after it is found by a law enforcement agency." Representative Vic Fazio (D-CA) claimed that the ATF had reported in 1989 that "assault weapons made up ten percent of guns traced in crimes." But Woodruff points out that less than four percent of all homicides involve rifles of any sort, and "LESS THAN ONE PERCENT of homicides involve rifles of a military caliber, according to the FBI Uniform Crime Reports for 1990." (Emphasis in original.) In contrast, "fists and feet are used to kill five percent of victims, and knives account for 14.5 percent of murder weapons." At one point during the debate, Representative Wayne Gilchrist (R-MD), apparently alive and well, declared: "I took a bullet from an AK-47; I can attest to their deadliness." Such was the caliber of debate that preceded House approval of the ban by a razor-thin 216 to 214 margin.
