They are designed to make fair, fun, and very competitive campaigns possible. They do, however, require at least 1 (maybe 2) GM's who do not compete in the campaign, as there is a lot of book-keeping required. Our specific campaign using these rules is played at the Game Closet, Inc., a great gaming store in Terre Haute, IN.
