The Charge of the Committee: Below you will find a brief description of the NIH budget request as submitted by the President.  As you will note in the lower left hand corner of the table, the total request for NIH funding for FY2000 was $15.923 billion.   The job of this committee is to evaluate these requests and allocate funds across the various institutes.  There are a couple of catches: (1) The total amount of money authorized to NIH cannot exceed $15.1 billion; (2) Funding for the Fogarty International Center, Library of Medicine, Office of the Director, and Buildings and Facilities must equal the current request.  In other words, you are not allowed to cut these budgetary items.  You may vote to increase funding for the NIH up to but not exceeding $15.5 billion.  If, however, you vote to increase funding you must: (1) vote in favor of a tax increase, or (2) vote in favor of a 5% across-the-board reduction in defense AND social welfare spending.

The Charge of the Committee: Below you will find a brief description of the NSF budget request as submitted by the President.  As you will note in the lower left hand corner of the table, the total request for NSF funding for FY2000 was $3.921 billion.   This money is spread out over several directorates, including biological sciences, computing and information, engineering, geosciences, math and physical sciences.  The job of this committee is to evaluate these requests and allocate funds across the various NSF directorates.  There are a couple of catches: (1) The total amount of money authorized to NSF cannot exceed $3.2 billion; (2) Funding for the Education and Human Resources, Major Research Equipment, Salaries and Expenses, and the Office of the Inspector General must equal the current request.  In other words, you are not allowed to cut these budgetary items.  You may vote to increase funding for the NSF up to but not exceeding $3.6 billion.  If, however, you vote to increase funding you must: (1) vote in favor of a tax increase, or (2) vote in favor of a 5% across-the-board reduction in defense AND social welfare spending.
